Blooming yeast properly is the key to making good bread.  Once you get the technique down, you can do it without hesitation.  Watch my video and you will be a pro at it in no time.  Then you can make a variety of breads and rolls.  It is a pretty simple method.  Take a cup of water that is between 100 and 110 degrees and add in 2 1/4 teaspoons yeast and a tablespoon of honey.  Stir it well and sit in a draught free area for 5 to 10 minutes.  Then use the mixture in your bread recipe.  You could replace the honey with sugar but I prefer honey myself.  I used this batch of yeast to make one batch of Easy Yeast Bread (dough).  Instead of making the bread, I actually used it to make two recipes: Easy Skillet Rolls with Pepperoni Jalapeno Cheese dip and Parmesan Skillet Rolls.
