Mix the ground beef, onion, rice, 2 Tablespoons of the tomato sauce, parsley, dill, salt, pepper and Aleppo pepper in a large mixing bowl.
Cut the ends off the zucchini then cut in half. Using a zucchini corer or a spoon, core out the zucchini. Do not go deeper than 1 inch from the bottom end of the zucchini.
Place the inside of the zucchini around the edges in the bottom of the pan.
Cut the tomato in twelve pieces (one for the top of each zucchini).
Stuff each zucchini with the meat mixture and then top with a piece of tomato.
Arrange in the center of the pan.
If you have leftover meat and rice mixture, shape into patties or balls and place on top of the pieces of excess zucchini that is around the edges of the pan.
Mix the water and the remainder of the tomato sauce and 1 teaspoon salt.
